how do i configure send/receive?

In outlook 2002, email would not automatically download, the app would
send and receive emails when the send/receive button was clicked.
Outlook 2003 default is to download everything on the server when the
app is activated, how do i change this behavior to download only on
command?

Nothing has changed in this regard. Both applications function the same.
Turn off your automatic Send/Receive interval.
