How do I control starting number for number lists?

In a long document with several number lists, after I have formatted the
beginning item in any given list to restart numbering at 1, the list will
revert to continuing from some prior list. In other worods, if the last list
a paragraph or two prior ended with #3, the list I am trying to control
reverts starting with #4, instead of #1 as I want. This usually happens
after I have made some other formatting or style change elsewhere in the
document.
