how do I create a document 35" x 9"

I would like to build a template 35" X 9 1/2" inches which I can add graphics
and text on an ongoing basis. How can I design something of this size?

In Word, you can't. It is limited to a page size of 22"x22". Documents with
larger dimensions must be done in a page layout program (Publisher, InDesign,
QuarkXpress, etc.).
