How do I create a userid and password file for users on my site

I want users to have userid's and passwords to enter my web site but I can't
seem to work this option

Thanks Steve but after ready your reply and carefuly reading my question, I
realized I didn't ask correctly, Sorry. What I mean is How do I create a
"userid" and "password" or should I say a "login" file that the general
public would be able to use to enter the site. My site is hosted on Widows
server.

You guys are just great unfortunately I think I'm way over my head in trying
to do much more than I can handle right now. But thanks so much for your kind
help.
