Since you're using Works and not Word, you really should be asking your
question in the Works newsgroup, not Office.misc.

Assuming you're using a newer version of Works that uses Word as it's
word processor...move into the footnote, hit Ctrl + A to select
all...hit Ctrl + 2 (NOT the 2 on the keypad...on the alpha numeric
keys) to change to double spacing and you can hit Ctrl + M to indent
or Ctrl + Shift + M to outdent.

Likewise, you can click Format > Paragraph and set the line spacing
and indent options there.

Finally, the best way to handle this is to click Format > Styles,
right click on the Footnote style, click Modify and then click Format
Paragraph on the Modify Style dialog box...then change the line
spacing and indent from there. This will change the footnote across
the board for the document so you won't have to modify each one.
