how do I email a word document that contains graphics?

I need to put a brochure in the main body of an email as the receiver will
not allow attachments. I have tried setting the brochure as a web page but
the pictures and graphics are gone when the receiver tries to open the email.
I am using office 2007 in Vista. Receiver has older versions.
