How do I enhance photos in publisher?

I want to produce a high quality looking leaflet showing lots of photographs.
I would like to add extra effects around the pictures such as cloud edges,
so 3D effects. How could I do this? What package would be the best to use?

You would be best using an image manipulation program such as Adobe
Photoshop (or Photoshop Elements), or Microsoft Digital Image, then
importing the resulting images into Publisher. Publisher has few
built-in tools for fancy picture effects.
