How do I format a header picture?

I am trying to set a picture as a background for company letterhead. I found
that the only way to do it properly is by inserting it into a header or
footer, but then the picture gets very light and I want it to be its original
transparency. Is there an easier way to do this or should I try something
else?

The picture will appear dimmed when you are working in the document body but
will print at full strength unless you have formatted it as Watermark or
Washout.
