How do I freeze the screen of an application while working in anot

I already asked this question, but it wasn't answered properly.

I need to freeze the screen of one application while working in another
application. For example, if I have a Word document open and also an Excel
file open. I want to WORK ON something in Excel WHILE keeping the Word
document on the screen. Everytime I open the Word doc on top of the Excel
file the minute I click on the Excel file to work on it the Word doc goes
away. I want to still see the Word doc while I'm typing in the Excel file.

Have you tried using Windows tiling feature?
