How do I get my 'Tools' pull-down menu back in PPT?

Somehow my 'Tools' pull-down menu selection dropped off the top row in PPT.
I've reinstalled Office 2003, and it still doesn't appear next to 'Format'.
Anyone else have this problem?

Right Click any where on the menu bar and choose "customise"

Commands tab and scroll down to "built in menus"

Drag the "tools "menu on to the toolbar
