How do I get text boxes in publisher to "auto enlarge"

I want my text boxes to "auto enlarge" and push everything else down on the
page. Is there a way to do this?

You sort of can do what you are asking by inserting everything else inline, be
sure everything else is brought to the front and is in the text box. Right-click
the grouped everything else, format object, layout, select inline.
