How do I insert a frame in publisher 2003?

i am attempting to make a web site, when i use front page i can easily add
frames to my page, i find publisher easier to use with graphics and clip art
and want to use publisher as my web builder, but i am unable to figure out
how to add a frame in publisher, got an ideas?

i want to have text in a defined diameter box on my page and have that text
scrollable inside the page, i dont want the outer protion of the page to move
just the defined area where my text will be, do i not want to use a frame?

you can do that with javascript...check out http://www.dynamicdrive.com for some examples...there's a ton more scripts sites as well.

frames are a pain in the butt, and should only be used if you really really need them...and are prepared to deal with the associated disadvantages/problems/issues - like bookmarking, printing, menus...blah blah blah.

I've only use Pub a couple of times to experiment with webs...I'm not sure you can do frames with Pub for the web.
