Hi Pam,
The instruction page is probably assuming you're using a current version of Word (2002 or 2003). Each of these has
Insert=>Picture=>New Drawing. For Word 2000 you need to install MS Office Draw98 to have the Insert=>Picture=>New Drawing choice.
Draw 98 is on Office 2000 CD#2 as an optional install item or can be downloaded from
http://office.microsoft.com/downloads
It is the predecessor to the Drawing Canvas in Word 2002/2003/2007 but the 'toolbar' steps will differ from those of MS Draw.
Draw 98 and Drawing Canvas 200x are used to hold multiple shapes together in a single graphic representation on screen. You can use
and position the shapes on a single page without using that feature.
