how do i keep outlook 'online' in the taskbar

I am noticing that the outlook icon in the taskbar is showing as 'offline'
unless i send and recieve then it comes 'online' but after the command is
completed, returns to 'offline'. I just want it to be 'online' all the time.
is there a way to set that up?
