How do I link text to pictures so the move together?

I would like to place photos in a text document and link the two so that if I
insert more text or photos ahead of them they will continue to maintain their
relative position.

Select the pictures and the text box and group... Publisher is a page layout
application. You will have to manually move the group if you add objects ahead of
them.
