how do I make a text border?

I'm trying to make a border that goes around the whole page that consists of
of 7 words. please help!!!

You will have to do it manually.
You will probably find WordArt may be the best option

Draw a rectangle around the whole page, select the rectangle, click lines, more lines
(more styles in 2000), BorderArt tab.
