How do I make an object go to the background

I am using PowerPoint 2003 and I would like to make a picture or a text go to
the background so that it cannot be edited. Almost like a header or footer.

Matthew,
Go to View - Master - Slide master - Format - Background - fill effects -
picture tab - browse - select - insert the picture. That will insert the
image as a background in all the slides.
If you only want it on one particular slide you can either make a second
master and apply that to the one slide or change the background of the slide
as indicated above and choosing apply instead of apply to all.

Couple of ways

Put the text etc on a second master and use this only for that slide. (when
you apply the master right click and choose apply to selection)

Create the elements on a slide that you want to "lock" save as > save as
type jpeg > current slide only then use the picture as the background (format
background> fill effects > picture)
