How do I move the footnote separator line down?

I need 1/4# space between last line of text and footnote separator line. It
won't do it in one spot. I was hitting enter before the footnote, but in one
spot the footnote line won't go down.

Here's how to edit the footnote separator:

- Go to View/Normal
- Go to View/Footnotes
- In the Footnotes drop down select "Footnote separator"

The easiest way to add space above the separator is to go to
Format/Paragraph and in the Spacing section add space Before the
paragraph.
