How do I open a 2003 version of Publisher with the newest version

You can only open Publisher files with a Publisher application. There is no viewer.
Publisher 2003 only works on Windows XP and Windows 2000.
Did someone send you this file? Maybe they can send it again as a PDF.

One very common mistake see see is that people get Publisher and Home
Publishing confused. One will *not* open the other's files.

Sidewinder

If you want to see the file, then the originator of the file will have to
send it to you in a form that can be read.. e.g a PDF file, for which you
can use the free Adobe Acrobat reader program..

Regardless of operating system, you will not be able to directly read the
file UNLESS you have MS Publisher installed on your system.. it is a program
in its own right and has NEVER been supplied as part of any Microsoft
operating system..

It can also be obtained as part of MS Office 2003 Pro..
