how do I permanently set spell checker etc exclude US English?

Not a particularly useful answer.
Why does Word keep reverting to US spelling after you have selected UK or
Australian?
Why does MS think it is OK in Canada to have a doc with a mixture of the two
spelling conventions (e.g. color/colour, travelling/traveling). Surely it
should enforce one or the other.

ok,
i think you are saying "if you open a word document that has been using US
English, your global settings will be overwritten?", for sure I dont want or
accept US Englsih in documents I compose, and I am more than happy to correct
documents I receive and resend, but MS Office switches on its own accord in
the event I have been sent and consequently open a US English document?

If I have understood your explanation correctly, the question still remains;

"how do I ensure my MS Ofiice always uses my preference which I clearly and
emphatically set up when installing MS Office?"
