how do I print newsletter created with template to 11X17" paper

I have completed a newsletter which was initially created by modifying a
system template. It looks great but I cannot print it onto 11X17" paper even
though printer is capable of doing so. The newsletter prints fine on
8.5"x11" paper however it prints 4 separate pages. I want 4 pages to be
printed on 1 sheet, front and back.

New publication, setup the printer for 11 x 17 landscape, setup your publication
as a booklet, copy/paste. Publisher will automatically print in the correct
order.
