Shapes and graphics in Word are either inline or floating. Only floating
graphics can be dragged around. Maybe what's happened is you've accidentally
switched your default for new shapes from floating to inline. You can
convert them by selecting, displaying properties, and selecting one of the
floating modes on thelayout tab.

when i am making pictures, or things with lots of drawing object, i do it in
PPoint, and then copy it into word. To change it so that you can click and
drag it:
1- right click it, and click on format shape
2-Then go to layout, and make it square, or behind or infront of text.
As for selecting objects there is a button on the drawing toolbar, with a
arrow and two squares called "select drawing objects". Try that- but its a
bit confusing

If you have document protection on (in any part of the document), floating
objects are no longer selectable... could that be it?
