How do I send and receive email from a public folder email addres.

I can set up a folder in Exchange 2003, but I can't seem to send or receive
email from the folder email address. Permissions have been set to owner for
myself and annonymous has contributor permission. The error I continually get
is that I do not have permission to send to this recipient or the address
does not exist.
