How do I set a photo as a background?

I'm trying to create a flyer with a photo as my entire background. I've seen
it done where the photo is a little faded, but still looks good. Does anyone
know how to set the photo as a background on Publisher? I've tried VIEW,
BACKGROUND, downloading my image, and then setting it, but it cuts off the
photo...
