Resizing a Background Photo

I'm trying to place a photograph as the background of a print publication.
The original photograph is close to, but not quite the same size as the
publication. So the photo ends up repeating itself close to one edge, as if
Publisher is trying to tile the photo.

How can I get the photo to either center or preferrablly to resize to fit
the publication? Thanks in advance.

Go to the Master Page, insert the picture from file. Formatting the background
will result in tiling.
