What is your definition of "external". Is it a task in another project
file or is it simply a task done by an outside organization (i.e.
outside contractor)? In the former, tasks show up as external if they
are linked in from another file and Tools/Options/View tab is set up to
show external predecessors/successors. In the latter, tasks done by
outside organizations are not considered external (unless they are in a
separate Project file).
