How do I set the minutes for a task?

Hi,
I need to set starting time in half an hour time(3:30 pm) for several tasks
in my project. In the start date area I typed as 'Mon 02/27/06 3:30 pm' but
in the Gantt chart it shows as the task starts at 3pm. At that time the
ending time shows as 9:30pm (task duration is 6 hours)
In the thrid tier of the Gantt chart is set as 1 hour.

The Gantt chart displays to the tick period for the third level. View it by
30 minutes instead of by hour and it should come right.

But it does show the ending time tick in half hours. So why not the starting
time?
