How do I set up 4-on-a-page mail-merged postcards without repeats.

Send me a sample file so I can see what you're doing. It sounds like you
want what's known as a 4=up imposition (4 different cards). A 4-on
imposition would be the same card repeated 4 times on the sheet.

What is the art like? Are the bleeds (image or color that goes beyond the
edge of the card)?, etc.

In page setup, select postcards. Open the Mail & Catalog wizard, follow the
steps.

If you are relying on print preview, all the cards will have the same data, this
is a bug in the Publisher program.

Repeated what? Do you need to know how to do a mail merge or create the
postcard itself?

Wow thanks for all your responses. I figured out that the print preview is
messed up. When I actually printed a sample I saw that the names and
addresses of the merged file are indeed different. Now my problem is printing
4-on-a-page double sided postcards. I need to print one side first (the side
that will be the same on all of them) then pull the paper out of the printer,
flip it over and print the other side with the unique addresses. So far, I
can only get it to print all the pages at once.

I haven't tried anything like that but why not make it two separate
Publisher documents?
