I need the picture on my cover page in powerpoint to bleed so that it covers
the paper from top to bottom, how would I set that up in powerpoint?

You can modify the page setup to be 11 x 8.5 inches instead of 10 x 7.5
inches, but it's unlikely that your printer will print all the way to the
edge of the paper. Most printers have at least a 1/8th inch margin.

If you are printing to external print shop, printing to Adobe Acrobat
Professional will allow you to set bleeds which meet the demands of your
repro house.

If printing to a local laser, some lasers now allow "full-page" print. Not
used one myself but maybe they would give zero white border results?

I use this all the time and its great (not cheap but great).
