how do i set up a report for future resource utilization levels?

I am looking for a method for MS Project to show percentage utilisation
across billable and nonbillable tasks for approx 20 resources for past,
present and planned (future) projects.

PeeGeeBee,
Since you are talking about billable and non-billable tasks, some type
of custom task identifier will be necessary since Project only
calculates basic cost - it doesn't care who is footing the bill. Given
that, it certainly is possible to come up with a utilization matrix but
it will require VBA to gather the data and export it to another
application (e.g. Excel) where it can be formatted and/or graphed as
desired.
