How do I set up email to show when sent items have been opened?

How do I set up Outlook to show when sent items have been opened by recipient?

In Outlook 2003,

Tools > Options > Preferences tab/E-mail Options > Tracking Options > Read
Receipt

But, the recipient can choose to reject these requests, so it's not foolproof.
