How do I set up Microsoft OneNote 2003?

Everytime I try to install the program it says it cannot find an internet
connection and I am connected. Why is it giving me that message?

Maybe if you ask in the ONENOTE newsgroup you could get an answer?

Or, perhaps, in Office.setup
