How do I shorten the long line that appears above the footnote?

When a footnote is added at the bottom of a document, normally there is a
short line on the left that separate the footnote from the document itself,
however there are times when I get a line that extends all the way across the
page. How do I shorten the long line and bring it into consistency with all
the other short lines?

The short line is the Footnote Separator and the long one is the
Footnote Continuation Separator. See this thread for a discussion of
