How do I stop Mdi from loading behind existing document

I have a Topo! Back Roads Explorer program that forms links to mdi documents.
Some of these mdi documents will download behind the existing page when the
link is clicked----What can I do to cause the mdi documents to appear in
front of the page? Thanks.
