How do I Turn off Private on outgoing emails

When I send out an email using Office Outlook 2003, the person on the other
end cannot revise the email because it is marked Private. How do I turn off
this marking?

Either sensitivity is set to always be private or a rule is doing it. See
tools, options, email options, advanced.
