How do I use outlook

I just opened outlook and am trying to use it, but I just can't figure it
out. I have setup 2 email accounts and both tested ok, but it still won't
send or receive a message. I need someone to give me step by step
instructions because I am so frustrated!!!

I saw this link i another post and I went there and did all of the steps, but
it still doesn't work.
