How do you copy multiple pictures to a publication?

You don't copy them, you insert them.

Open an existing or new Publisher file; go to the folder with the
pictures and gather as many files as you want; do a Edit, Copy; go to
the Publisher file; do a Paste. You will now need to arrange the
pictures to your liking.

Copying and pasting pictures into a file is not a recommended best practise,
as it has been known to lead to file corruption and can also cause problems
when going to a commercial printer.

I have actually seen it become an OLE object in my printing experience. THAT
sucks.
