how do you use a theme to change the Default Sharepoint Web Portal Page

how do you modify that ugly looking sharepoint
portal 2003 default page, do I use your trick that you
posted for the CSS pages?
as that looks like it would work as long as the css points
to the images etc.

the problem is I have a theme I'm designing, and want to
apply it to the 2003 Portal default page, if the other
post is not correct on changing the Default page then what
is a good solution, as I really want to change that ugly
portal default page.
