How does MS Project calculate % complete?

Tasks are set up as Fixed Work so I would have thought that if I have a 100
hour task and have only 1 hour of actuals, it should be 1% Complete ... but
that's not how it is working. I have a task that has over 100 hours with
only 1 hour used and it is showing 19% complete. So I am baffled ...

Thanks, Trevor! I appreciate your input. I am thinking now that I really
need to use % Work Complete instead of % Complete for executive status
reporting.
