Your question is puzzling. First you are rambling about
convert "publisher file into a jpeg." If you are using
Publisher 2003, choose Save as from the File drop down menu
and in Save as type box, scroll down to JPEG File
Interchange Format (* .jpg).

I have no idea what older email versions has to do with a
Publisher file. Outlook could care less...
