How TO Access MSO SHortCut Bar In MSO 2003

Loaded & installed MSO 2003 and I can not seem to find the
shortcut bar command to fire (bar) up!

How is this processed? Has this been removed in 2003? If
so, what do you recommend?

i agree with jimb. the guy has some real issues and needs
therapy. maybe if he moved out of his parents basement,
got a real job and maybe even found himself a girlfriend
(she'd have to be deaf, blind and as stupid as he is
though. which may be hard to find! try google!), then
perhaps he wouldn't be such a bad guy.
