How to add another login page?

Dear all,

My company has an email account to receive confidential
mail. For security issue, we would like to create two
login pages for two different users to login before
receive this account's mail.

I know that there is an existing login page for email
account owner to login. Do you know how to add one more
page for another user lto login on top of the default
login page?
