how to apply a desgin in second page

It only works on first page. I don't want copy from the first, I want
different in each page. Is it possible?

If you are using a template design for each page then the best way would to have two
instances of Publisher open, copy from the first Publisher and then paste into the
second.
What you are trying to do is not exactly clear...
