How to change the mouse wheel to scroll horizontal?

I have a user who complains that their mouse scrolls horizontally insteal of
vertically? Is this a customizable feature in Word?

It's a feature of the mouse. I used to have one that did this, switched, I
think, by clicking the wheel itself.
