How to get outlook automatically on-line at start up?

Product: Outlook, part of small business edition 2003
Current situation: start up Outlook; I get error message (because I am off
line); I have to manually log in and then 'send/receive

Desired situation: start up Outlook; outlook detects I am off line; asks my
confirmation to get on line...

In the help information with title: "Change behavior of startup connection
to Exchange server" is written:
....
2/ Click More Settings, then click the General tab.
3/ Under When starting, select one of the following:...
My problem: under the general tab (and neither under the others) I can't
find anything related to 'when starting'.

Can someone shine some light in the dark? Thanks.
