How to get rid of 'hand with document'?

When I am editing with Frontpage, the cursor keeps on turning to something
like a hand holding a document.

How can I get rid of this? It is a real nuisance and is preventing me
editing in the normal way.

Get rid of it? NO.

That's telling you that you are hovering over included content, or
photogallery, stuff like that that has to be edited elsewhere in your web.
In the case of included content you have to edit the included page, not the
page that the include is displayed in/on.
