You did not state what version of Office and whether you are attached to an
Exchange server.
Out of Office Assistant is only available if you connect to an Exchange
server as it is a server-side operation. If you are using an Exchange
server, ensure the Exchange extensions are enabled under
Tools->Options->Other->Advanced->Add-in Manager.
Otherwise, you will need to use rules, leave Outlook open, and set an
automatic polling schedule.
