how to insert links to pdfs and then open it

How to add links to pdf files, able to add them using hyper link but can not
open them, any info is appreciated..

The pdf must be imported to a folder (named documents or something) and then
the the hyperlink directed to that pdf in that folder. The publish to the
Web.
