i want to lock the textbox for size and position, just for change the
text

An often-suggested workaround is to create a large rectangle, zoom out to
the lowest possible zoom factor, and resize the rectangle so it fills the
entire scratch area. Then group this with the text box.
You will no longer see size handles for the text box, and you will not be
able to move it as it is grouped to the rectangle which cannot move.
