how to open web on page not the index

I have a page I would like the web to open up to that is not the index.htm
page. In other words when the web opens up for the first time I want it to
open to a Disclaimer page, which gives permission by clicking I agree to
obtain entrance into the web site and the index.htm page.

Put the disclaimer in index.htm and link it to another page (say home.htm).

But all pages that currently link back to index.htm will have to be changed
to link to home.htm

FYI: The best way is to rename index.htm to home.htm in FP, so that all inks are updated, then
create a new index.htm page which then links to home.htm.

Note: Generally if using the FP navigation component, the link to the home page, doesn't contain a
actual filename, so users clicking on home with still go back to the index.htm page since that is
the default home page filename for the web server.
